UNEMPLOYMENT

Received February 17, 11.35 a.m. RUGBY, Feb. 16. In the House of Commons, Miss Bondfield, Minister of Labour, moved a resolution to authorise an increase of £20,000,000 in the borrowing powers of the Unemployment Insurance Fund. Miss Bondfield reviewed the finances of the fund and the causes and increases in the number of unemployed, among which she mentioned the effect of rationalisation, instancing the introduction of one machine in cigar-ette-making which, with the attention of three workers, had a productive capacity equal to that of 700 hands. . Referring to the investigations of the Royal Commission which is to report on unemployment insurance and recommend how to restore the solvency of the fund, the Minister said the Government would not hesitate to deal with any abuses which the commission considered proven. The Opposition moved an amendment to reduce the increase in borrowing powers to £10,000,000. The debate is proceeding.
