FINANCIAL DIFFICULTIES. IMPORTANT ANNOUNCEMENTS. OTTAWA, Dec. 30. Spoaking at Regina (Saskatchewan) on Tuesday, the Prime Minister, Mr R. B. Bennett, said that tho financial difficulties of tho farmers of Canada would bo met by tho creation of a privato corporation. In this the banks, transportation companies, industrial concerns and insurance and mortgage companies would ho shareholders.

Mr Bennett stated also that tho Federal Government proposed to offer the Provincial Governments wholelrearted and immediate co-oporation in tho efforts they were making to alleviate tho suffering of their people during the winter and provide them with tho best-grade seed for spring sowing. No steps would be taken to fix the price of wheat. The Premier said that jurisdiction to fix tho prico of wheat rested with tho provinces, but npart from legal considerations, it would not bo wise to fix u price in excess of tho world price, because Canada, unlike the United States, could not hope to absorb her surplus wheat by domestic consumption. Two other announcements of vital interest to wheat-growers were made by tho Prime Minister. He said that word had been received that France would guarantee to buy at least from 7,000,(XX) to 9,500,00 bushels of the 1930 wheat crop. At the same time, arrangements were being made with a view to marketing wheat in China. Tho Canadian Minister to Japan, Hon. H. M. Marler, was now en route to China to discuss the sale of millions of bushels of wheat to that country. The Government was prepared to provido credit facilities to China in order to - open up such a valuable trade channel. Mr Bennett said that he expected an agreement to he renched at the adjourned Imperial Economic Conference in Ottawa next summer, which would mean broader Empire markets.
