SPANISH REVOLT LEADER.
MAJOR FRANCO PENNILESS. Received December 31, 1.55' p.m. BRUSSELS. Dec. 30. Major Franco, one of the leaders of the Spanish revolt, and his mechanic, Rasla, arrived to-day by steamer. Major Franco was attired in an old uniform and bathing shoes. He is penniless and appears to be very downcast.
