RELIEF EXPENDITURE IN AMERICA. WASHINGTON,. Dec. 4. The first serious dissension in the present session of Congress occurred upon the transmission by President Hoover of a request for 150 million dollars, to be appropriated immediately for unemployment relief by. spending on public works, the money to be administered by the President. The request was immediately attacked in both Houses, a demand, being made that Congress should indicate how the money should be spent. It was intimated that an amending proposal would be introduced for appropriating 250 million dollars to provide work for a million men for three months on roads throughout the nation.
