CAPITATION GRANTS.
BASIS OF PAYMENT. EXPENSEs""oF SCHOOLS. Advice was received by the executive of the Dairy Farmers’ Union yesterday. following recent representations, concerning the basis on which capitation grants are made to schools. “It is quite true that the allowances paid to primary schools for incidental expenses are on a smaller, scale than those paid to secondary schools,” stated the assistant Director of Education (Mr A. Bell). “The average payment to primary schools is about 10s per pupil on the • average attendance, whereas the grants payable to secondary schools for general purposes amount to a capitation of £2 10s per pupil. It is to be considered, however, that the grants payable to secondary schools have to provide the whole cost of the administration of secondary school boards, including office expenses, members’ travelling expenses, printing. advertising and the much larger expenditure involved in providing for the general expenses of secondary schools.” “It- is the same old tale. They won’t recognise it until the people get up and demand more satisfactory payments to the primary schools,” stated Mr W. G. Short. “The time is coming when the Education Boards will have to take over the whole expense.” The letter was received.
