MANAWATU COUNTY

MEETING OF THE COUNCIL.' The monthly meeting of the Manawatu County Council was held at Sanson yesterday, Cr. W. E. Barber presiding. Also present were Crs. J. Boyce, H. H. Hunt, D. W. Reid, J. McKelvie, J. H. Perrett and W. E. Pearce. CORRESPONDENCE. From the Kairanga County Council, forwarding £247 0s Id, being the Manawatu County Council’s share of heavy traffic licenses collected. —Received. From Mr W. Wallace, secretary of the Glen Oroua School Committee, asking the council to .enlarge the drain in the children’s horse paddock at the school so a 6 to abate the flood nuisance. —Following an explanation of the trouble by the engineer, no action was taken in the meantime. From Mr H. J. Lancaster, Glen Oroua, drawing the council’s attention to the narrowness of the cutting in front of Mr Farmer’s property on Couper’s Line. —The engineer stated that it would cost £ls to widen the cutting and £5 to make a crossing place in the cutting. The matter was left in the hands of Cr. Boyce and the engineer. prom Mr H. H. Procter, Oroua Downs, asking the council to lower the drain outlet under the tramline and road out of his property. —Left in the hands of the engineer. From Mr E. C. Print, Taikorea, requesting permission to dig a drain along the Taikorea Road adjacent to his property. —Referred to Cr. Boyce and the engineer. From Mrs H. A’Court, Sanson, asking that repair work he carried out on A’Court Street, Sanson. —Left to the engineer. From Messrs Hamlin Bros., Rongotea, requesting permission to make a crossing over the tramline into their property. —Referred to the engineer. TREASURER’S REPORT. The county treasurer, Mr A. K. Drew, reported as follows: —County fund account, dr. £8428 4s 6d; Main Highways loan account, cr. £lll3 0s 7d; loan account, cr. £1022 5s Id; net dr. balance, £6292 18s lOd. Amounts available for expenditure. — Sandon riding, £317 19s 4d; Mt. Stewart riding, £ll3 0s 2d; Waitohi riding, £336 15s 9d; Rongotea riding, £393 10s 6d; Carnarvon riding, £ll3 5s 6d; Kawa Kawa riding," £276 19s' Id; Awahou riding, £326 2s 2d. TRAMWAY REPORT. Reporting on the Sanson tramway for the month the manager (Mr A. K. Drew) stated as under :—‘ ‘The chief items of traffic for the month were: Grain, 141 tonsj minerals and manure, 259 tons; merchandise, 35i -tons; cheese, 115 crates; eggs, 64 crates; cream, 13 cans; sheep, 9 trucks; cattle, 2 trucks; metal, 74 trucks; chaff, etc., 20 tons; bricks, 24i tons; wool, 80 bales; cement, 104 tons. The accounts show a debit balance of £57 2s for the month’s working. During the month, in company with officers of the Railway Department, I visited several' of the dairy factories in the county regarding the carriage of their outputs by rail. Most of the factories hail already let contracts for cartage by lorry for the coming season and eo .nothing could be done. Certain information was obtained for future reference.”

RATE ROLL. The following alterations were made on the county rate roll: —James Boyce and sons to Jas. Boyce, sub-secs. 1 and 2, sec. 67, Douglas Block: B. G. Dalziell to H. Burke.pt. sec. 86, Township of Sandon; A. Malmanche to J. S. Beaumont, lots 3-4, sec. 319, Carnarevon; G. Millugan to J. Robinson, lots 16-18, sec. 71 and 74, Carnarvon; Walter Seifert to Feilding Borough, pt. sec. 84, Sandon Township; E. McDonell to H. Dyer, sec. 2s Osborne Settlement, Te Kawau S.D.; W. J. B. Dawbin to Wanganui Education Board, pt. lot 267, sec. 145, Sandon, and sec. 348, Carnarvon.

ENGINEER’S REPORT. The county engineer, Mr H. V. Bond, made the following report on the county highways: —“Maintenance. — Main Highways: The Foxton-Shannon Road has been graded and the metalling contract has been completed. I lood signboards have been erected on the Whir’okino Road and grading and patching has been carried out. A start has been made on the FoxtonHimatangi highway to noil clean metal into the surface preparatory to the hot-mix work. A stock pile of metal is being made at Himatangi for the paving of this section of road. An extra culvert has been laid at Bainesse on the Himatangi-ltangiotu Road. Fascining has been repaired and general main-

tenance carried out. Four hundred yards of surface metal have been spread on the Bainesse-Rangiotu section. A new culvert has been laid and the drainage reorganised at the junction of the Downs Road on the Hima-tangi-Sanson highway. Culverts and drains have been cleaned; grading and metalling has been continued throughout. The edges of the bitumen on the Sanson-Bulls Road have been patched, drains have • been cleaned and traffic signs have been erected in the vicinity of the Bulls bridge and Ohakea crossroads. Shoulders have been raked in on the Sanson-Awaliuri Road, drains have been cleaned and the bitumen surface patched. The portion of Mt. Stewart recently treated with cold emulsified bitumen is standing up well to the traffic and is proving to be a great saving in maintenance costs. Traffic signs have been erected on the Feilding-Awahuri Road at the junction with Kowhai Road. Fern and trees have been cut back at this junction, thus greatly improving the vision. General maintenance has also been carried out. All other main highways have been maintained. Main Drain Road: The surface metalling has boon completed and the road has boon graded. “Ridings.—Awahou : Metal has boon spread in the wheel ruts on the Motuiti Road. Wheel ruts have been filled in ou Kari Ivari, Bowes and Poplar Roads. Preparations have been made on Spring’s Road to spread a few chains of metal, but with the wet weather setting in this work is now held up. The shaping up of River Road is also held up on account of the weather. Kawa Kawa: Tenders were called for the formation and metalling of Downs Road. Pit metal has been delivered to the end of this road in readiness for an early start with the work. Taikorea and Pyke’s Roqds have been metalled. A new concrete pipe culvert has been laid in Couper’s Line.. Several roads have been graded. Carnarvon: Grading has been carried put on Rosina, Riverbank, Taylor’s, Soldiers’, Puki Pulci and Lake Roads. A little metalling has been done on Lake and Puki Puki Roads. Rongotea: Banks, Jones and Leen’s Lines have been metalled. Grading has been continued on Banks, Jones, Green, Mill, Milner’s, Sanson’s, McLean’s and Tompkin’s Roads. Waitohi: Metalling has been completed on Fairfield Road and on Penny’s Line from Fairfield Road to Mt. Stewart. Taipo-Awahuri, Penny’s, Taipo, Banks-Waitohi, Rowe

and Hammond’s Roads have been graded. Mt. Stewart: Metalling has been completed on Lee’s, Kowhai and Te Rakehou Roads. A traffic sign has been erected on Kowhai Road at the function of the Feilding-Awahuri Road. Grading has been carried out on Rakehou, Haleombe-Mt. Stewart, Lee’s, Bonness’, Kowhai. Pirinoa and Rata Roads. Sandon: A traffic sign has been erected on Kakariki Road. Ohakea Terraco lias been patched. Grading has boon carried out on Taylor’s, Frecklington’s, Ohakea, Old River, McDonnell’s, Richardson’s, Gusts’, Kakariki, Ngaio, Fagan’s and Cometery Roads. General: The alterations to the crushing plant have boon completed, and it is now working very satisfactorily. Maintenance and other metal is being sent forward daily. General maintenance has boon continued on the tram track and signboards havo boon erected at. all sidings.” INSPECTOR’S REPORT. The county inspector reported as uiidor: “During the month several persons were prosecuted for allowing stock to wander on county ronds and fines ranging from 10s to -10 s were inflicted. One person, on two charges of conducting heavy traffic without possessing heavy traffic licenses), was fined £2 on each charge while another for using a lorry with an expired disc was fined 10s and costs. Several signboards have been erected at dangerous corners and cross-roads and trees and scrub cut back at corners. Trees were felled on the Feilding-Awahuri Road by the. old gravel pit as some of them were right on the edge of tho bank and in danger of falling across the road under a high wind. Fines under by-laws and motor regulations amounted to £l3. Building permits to the value of £1990 were applied for and fees amounting to £5 5s were collected.” —Adopted.
