Mr ' Phillip Snowden, Chancellor of tho Exchequer, delivered his Budget speech to-day. The outstanding feature is that the income tax standard rate has been increased by sixpence. The increases in the income tax and super-tax will yield £31,500,000 this year. Death duties are increased to 50 per cent. Tne super-tax on large incomes has been increased by a graduated scale by threepence to Is 6d. Safeguarding has been allowed to lapse, but the McKenna Duties have been retained. The delivery of the speech took one hundred minutes. Mr Snowden, toyed with the key of the Budget box, awaiting the end of a long series of questions. He then produced from the box the speech, which had been typed by himself. The speech was heard for the most part in silence.
