PEASANTS TO BE MOBILISED. REVIVAL OF SERFDOM. (United Press Association. —By Electric Telegraph.—Copyright.) (Times Cables.) RIGA, Feb. 22. Reports from Moscow state that the Soviet is introducing a system of conscript labour gangs among the peasantry, resembling the forced labour system of the Russian period of serfdom. ... The Labour Commissariat is reported to have arranged for the mobilisation of a million and a half peasant labourers this year for service in the various branches of Soviet industry, especially the building and timber trades. They must go wherever they are sent and submit to discipline.
