JAPANESE ELECTIONS.
TOKIO, Feb. 20. The first election returns will be available to-morrow. Unlike England, the laws of Japan forbid their publication on the day of the voting. Encouraged by fine weather, a larger percentage polled than in previous years. It is generally conceded that the Government Party will have a plurality, but an absolute majority is doubtful. Meanwhile the Proletarians are most hopeful that the opportunity has arrived when their party will command a decisive position. It is estimated that eighty per cent, of the electorate of Tolrio and seventytwo per cent, of Osaka voted.
