Tho present system of grading teachers does not find favour with tile Education Board, whose annual report states that better results could be secured under a more elastic system. The board agrees that it is desirable that teachers be graded for systematic promotion, but thinks that it would be sufficient to classify them in. groups coequal with the classification of positions, thus avoiding tho necessity of attempting to gauge the whole teaching profession in numerical order, and enabling the boards to select from each group the teacher best qualified for any particular appointment.
