ARBITRATION TREATY.
BRITAIN AND UNITED STATES. POSITION EXPLAINED. (Australian Press Association.—United Service.) ( lteceived December 22, 11.5 a.m. WASHINGTON, Dec. 21. In connection with Sir Austen Chamberlain's remarks in the British House of Commons, it is pointed out here that negotiations for a new arbitration treaty between the United States and Britain have been under way almost a year. The draft of the ne wtreaty was submitted to Sir Esme Howard last December and was identical with that which was submitted to France and since signed and ratified. The delay has been explained by Sir Esme Howard as being due to the fact that Britain needed time to consult the Dominions. The State Department had been expecting the treaty to be signed any time. , : '
