ANGLO-FRENCH COMPROMISE.

NO SECRET CLAUSES,

(Australian Press Association —United Service). PARIS, Aug. 21. A semi-official communique regarding the Anglo-French naval agreement points out that certain foreign Press comments necessitate the publication of an explanatory statement. The communique emphasises that the agreement is not a diplomatic act involving the signature of plenipotentiaries; but rather a settlement of Franco-British disagreement. . _ The communique recapitulates the history of naval disarmament since the Washington Conference, and emphasises that the suggestion that there are secret clauses is not accurate, because a signed convention does not exist. It explains that the compromise is intended to remove AngloFrench divergencies, and emphasises France’s need for small, low-powered submarines to maintain communications with North Africa, also defensively armed light cruisers, while Britain contends that such craft, when offensively armed, should be subject to limitation.

The communique adds: “The agreement is intended to serve as a basis for a settlement of tho whole disarmament problem. ’
