WILL IT BE A GOVERNMENT MEASURE? (Bj r Telegraph.—Special to Standard.) WELLINGTON, July 5. Will the Licensing Bill to be placed before Parliament this session be a Government measure? Mr H. E. Holland says that it will because the reference to the bill in the GovernorGeneral’s Speech supplies ail affirmative answer and JVIr Holland said to-day that neither of the previous speakers in the debate had touched on licensing nor had mentioned that it was intended to make the bill part of the Groverninent s legislative programme when he was interrupted by several members asking: “Who said so?” Mr Holland: Surely it would not have been incorporated in the Speech had it not been intended to make it part of the Government’s policy. If that is the case, whatever amending bill is introduced it will perhaps clarify the atmosphere very considerably.
