HAVANA, Feb. 4. The Argentine delegation has launched an attack aaginst intervention in the affairs of the Pan-Ameri-can nations. This is considered to be a reference to Nicaragua and may frustrate the efforts to codify the Pan-Ame-rican international law since it is believed that the United States will not permit an expression against intervention in the proposed code.—A. and N.Z. cable.
