M. Briand’s reply to Mr F. B. Kellogg, which lias been published, accepts the Un.ted States’ suggestion of a multi-lateral pact. M. Briand considers that America should remember that the members of the League of Nations signed in September, 1927, a resolution declaring aggressive war coiidemnable as an internattonal crime and recommending tho peaceful solution of differences. France is ready to support the United States in every way compatible with her international obligations. —Australian Press Association and Sun. CORDIAL MESSAGE. NEW YORK, Jan. 21. The New York. Times’s Washington correspondent states that M. Briand's reply to Mr Kellogg's Note has been received. Although cordial and friendly in tone, it impressed officials as a vague marking of no purpose in tlie negotiations. Opinion is inclned to tlie view that tlie multilateral treaty proposal should be droped for the present, and that it may later take the form of a proposal for a declaration to be issued simultaneously by the Powers to the effect that they consider war an unfortunate and unwaranted instrument for the settlement of international disputes. It is understood that the French Note intimates that in view of France’s European commitments she cannot subscribe to a pact against all wars, and suggests that the United States might take up the question with other Powers, leaving France out for the present. The State Department, however, is not inclined to such action. —A. and N.Z. cable. SECURITY MEMORANDUM. ATTENTION OF THE PRESS. Received January 23, 11.5 a.m. RUGBY, Jan. 22. The memorandum on security, which was forwarded to the League of Nations this week, continues to attract attention in 'the press, 'which generally regards it as a closely-reasoned document embodying some permanent principles of British foreign policy.—British official wireless.
