BANKRUPT BARRED. LONDON, Oct. 15. The Daily Herald says that after receipt of counsel’s opinion on the Electoral Act, 1923, the Speaker decided not to allow the Communist, Mr James Larkin, to take his seat on the ground that he is an undischarged bankrupt.
