The chief attack has been upon the incr'ea e of rates in the past fejv years, but i) stead of placing the responsibility on the shoulders of the present and ] ist Councils I suggest that the positii a respecting the rates is the result o the following circumstances:— (1) Tie present loan indebtedness of the C uncil is about £900,000, practtically the whole of which, has been authoi sed by the ratepayers themselves. (2] t large levy has been made on the C luncfl during the past two or three yeari . to improve the Gorge Road. (3) ' he contributions by the Council to ttu Hospital and Fire Boards respectii jly have materially increased during recent years. (4) ' he amazing growth of Palmerston N< rth since 1919. It s ould be noted that these levies had t< be met by the Council without any o tion of opposing the increased eubsidi is demanded.
