MUSSOLINI’S LATEST. LABOUR CHANTER. REGULATING CONTROVERSIES. (By Electric Telegraph.—Copyright.) Received April 23, 11.25 a.m. LONDON, April 22. The Times’s Rome correspondent states: “It was disclosed at the Grand Fascist Council that the Fascists number 2,168,821, exclusive of trades unionists. “Signor Mussolini has promulgated a charter for labour, affirming tbat all forms of labour must be regarded as a social duty and that the whole body of production constitutes a single national' unit. Only syndicates recognised by the State will be allowed to represent constituent employers and employees. The. State will regulate labour controversies through a magistrature, with labour co-operation.. The State will uphold private initiative in production, the State intervening only when initiative is lacking or the State’s political interests are involved. Cooperative, conciliatory action is to precede juridicial action in labour disputes. , “The charter regulates piece work, holidays, compensations, insurance, recreation and education and provides for preference to Fascists.’’ —Times.
