SENATOR BUTTS IN.

CONFLICT WITH MINISTER. WASHINGTON, March 1. The Secretary of State, Mr F. B, Kellogg, has sent a note to President Calles, of Mexico, remonstrating with him for communicating directly with Senator Borah on the question of Mexican oil laws.

This action marks an open breach between Mr Kellogg and Senator Borah, with President Coolidge supporting the former. Senator Borah insists that there was no impropriety in the matter, and declares that he often receives letters and telegrams from high officials of foreign Governments.
