FRENCH WAR DEBT.

FIRST PAYMENT TO UNITED STATES. WASHINGTON, Feb.. 28. Mr A. W. Mellon, Secretary of the Treasury, announced that France had agreed to make the first payment amounting to ten million dollars, on the war debt,, payable on June 15 1 according to the terms of the unratined f rench debt funding agreement. If the agreement is ratified, the amount will be credited to France.—A. and N.Z. cable. . -
