LABOUR BILL
INDIAN COMMONWEALTH. WITHIN THE EMPIRE. CHIEF PROVISIONS OUTLINED. (By Electric Telegraph.—Copyright.) Received February 25, 9.25 a.m. LONDON, Feb. 24. Labour’s bill to constitute within the British Empire a Commonwealth of India was' introduced by Mr Rennie Smith. Its ieight sponsors include Dr. L. Haden Guest. It is explained that the substance of the bill has been approved by the Indian National Convention.
Its chief provisions are the status of a self-governing Dominion, with reservations in regard to defence and foreign affairs j the abolition of the Council of India, the elevation of the Secretary of State to the same relationship towards India as Mr L. C. Amery to the Dominions, the Viceroy and Provincial Governors to have Cabinets to advise them, the Viceroy to have full power over Indian defence forces, for which any excess over the Budget must be sanctioned by the Commonwealth Legislature which is of the Federal type, on an elective basis, and to consist of a Senate and a Provincial Assembly at present, but not permanently, and limited to single chambers.—A. and N.Z. cable.
