AWAITING DEVELOPMENTS. POINCARE FACES DIFFICULTIES. RELATIONS WITH THE CARTEL. (By Electric Telegraph —Copyright.) LONDON, July 23. France spent a calmer day, content to await developments. M. Poincare began with a consultation at 8 o’clock in the morning, and continued to hustle until night. His chief difficulty will probably prove to be his relations with the Cartel, which, although divided on questions of principle, may reunite against M. Poincare. The Cartel certainly must confess failure if it allows M. Poincare to succeed where M. Herriot failed.

Members of the Right will not move against AI. Poincare, and, those of the Left will at least wait and see if he asks for dictatorial powers. He is no more likely to receive these than M.
