AWAITING DEVELOPMENTS. POINCARE FACES DIFFICULTIES. RELATIONS WITH THE CARTEL. (By Electric Telegraph —Copyright.) LONDON, July 23. France spent a calmer day, content to await developments. M. Poincare began with a consultation at 8 o’clock in the morning, and continued to hustle until night. His chief difficulty will probably prove to be his relations with the Cartel, which, although divided on questions of principle, may reunite against M. Poincare. The Cartel certainly must confess failure if it allows M. Poincare to succeed where M. Herriot failed.

Members of the Right will not move against AI. Poincare, and, those of the Left will at least wait and see if he asks for dictatorial powers. He is no more likely to receive these than M. Caillaux or AI. de Alonzie. • Whatever may be the immediate sequel, no one in France doubts that if he fails there, is no alternative to a dissolution. Paris reports that M. Peret, who.preceded AI. Caillaux as Minister of Finance in M. Briand’s Government, was elected President of the Chamber of Deputies.—Reuter. CABINET FORMED. ALL PARTIES REPRESENTED. ~PARIS, July .23. Falliore, Alinister of Labour. M. Poincare, in a statement, said that he had not encountered difficulties in forming a very broad-based Alinistry of National Union representative of all parties. He did not attempt to allocate the portfolios on a percentage basis. If he had given attention to all the suggestions he would have spent endless time seeking an ideal solution, and at present there was no time to be lost. —-Reuter.
