DISARMAMENT QUESTION.
PRELIMINARY CONFERENCE. JAPAN’S DELEGATE INSTRUCTED. Received April 5, 9.50 a.m. TOKIO, April 4. _ According to the newspaper Hoclii, which is a Government organ, tho Government has instructed Mr Matsuda, chief delegate to tho preliminary disarmament conference, regarding the principles and policies to be followed. These include: (1) To restrict the agenda to feasibilities only; (2) to recommend the exclusion of aircraft questions from tho agenda owing to tho difficulties of differentiating thoso flying for military and commercial use; (3) to regard the abolition of submarines as not feasible owing to the remarkable change in type since the Washington Conference; (4) to urge the prohibition of poison gas, as it is against tho principles of humanity.— lleuter.
