PROLONGED HOLIDAYS. SHORTAGE OF RAW MATERIALS. LONDON, March 20. There is great agitation among the workmen of Moscow, the Central Russian industrial region, says the Riga correspondent of the Times, following the Supreme Economic Councd’s decision to close the woollen and cotton factories for a fortnight at Easter, and for at least six weeks in the summer, owing to tho shortage of raw materials. Some of the workers receive half-pay during these stoppages.
