PENALTIES FOR DISTURBANCES. METHODS ADOPTED IN SPAIN. Received January 25, 11.50 a.m. MADRID, Jan. 24. Disturbances at football matches in San Sebastian havo caused tho Governor to issue a codo of penalties unique in sport. For any insulting c behaviour tho homo club will bo fined 1000 pesetas, the" referee 500, and each player 250. Anyone throwing stones will be imprisoned. If tho offenders are minors tho parents must pay their fines. The Governor has also issued a decree that police guards must protect players on their journeys.—A. and N.Z. cable.
