GENERAL AVERAGE DECLARED. Per Press Association. A.UCKLAND, Jan. 20. Tho local office of tho New Zealand Shipping Company has received advice that a general average of 5 per cent, has been struck on tho cargo of tho steamer Surrey, which will arrive at Auckland from London to-morrow night. Tho Surrey, which is owned by tho Federal Steam Navigation Company, was concerned in a collision on the river Thames on November 25.
