PROBLEMS FOR IMPERIAL CONFERENCE.

The Observer, in an editorial welcoming an Imperial Conference in October says: “Tho Empire had a single policy when, for matters of common interest, it had only ono Government. Whitehall’s authority has long been shared. Wc are in a transitional stage, which may last a long time. The future is still not sure.

“Meanwhile, tho chief need is not to invent constitutional solutions and theoretical puzzles, but to establish tho habit, and practice of consultation on. facts.”

“The conference this year is for no special purpose except the all important business of reviewing the past three years’ progress of tho world.” Tho Observer emphasizes that, since 1923, a now Europe has arisen; now problems have cropped up in Russia, the Near, Middle and Ear East, while defence, finance in tho economies of tho Empire com pie to tho agenda.—A. and N.Z. cable.
