Tlie Times’s Riga correspondent says that tho Soviet agitation against, the Locarno spirit flared up again in connection with the Turco-Soviet treaty, which is. held to have entirely frustrated the British designs to create a Near Eastern Locarno because it prohibits Turkey’s entrance. “Without Turkey a Near Eastern Locarno pact is unthinkable,” declares. the Izvestia, mentioning the possibility of a Persian-Turco-Soviet alliance—Times.
