TELEGRAPH CONFERENCE.
INCREASE IN RATES. Received October 26, 8.50 a.m. PARIS, Oct. 25. A plenary meeting of the International Telegraph Conference adopted an increase in the maximum terminal transit rates. It is understood that in practice the rates generally will not be raised, except in tho case of Germany, whose telegraph systems aro working at a loss. It is learned that Britain lias come to an arrangement with all European countries not to increase rates cither way, except traffic with Franco and Germany, but it is not certain if the increases will fall entirely upon the public. As regards extra European traffic, it is understood that any possible increases decided on by the Government will he absorbed by the cablo companies.—A. and N.Z. cable.
