MOVE FOR CONFERENCE.
TO CODIFY INTERNATIONAL LAW
, WASHINGTON, Aim. G. A. definite move toward a world conference for the codification of international law, which has long been urged as the surest means of preserving international peace/ is expected to grow from the meeting of tho inter-Parlia-mentary Union hire in October. It is expected that the union will early adopt a resolution, urging President Coolidge to call such a conference. Twenty-three out of 35 countries have replied to invitations, 320 delegates accepting. These will include Sir Robert Horne, Mr Arthur Henderson, Viscountess Astor, M. Herriot, a former Prime Minister of France, Herr Lobe, President of the German Reichstag ; and Herr Wirt, a former German Chancellor. Sweden’s former Minister for Finance, M. Adelsward, is president of the union. WILLIAMSTOWN (MASS), Aug. 6. Addressing the Institute of Politics, Dr. William Rappard, a member of the Permanent Mandates Commission of the League of Nations, said that the League had changed from one to enforce peace, into a league to outlaw war.
He added that in the moral condemnation of violence in international affairs, the League’s fundamental purpose had survived, but its political expression of the organisation of might as the servant of right had gradually lost its force. . . He characterised the provision of the covenant, regarding the revision of treaties, as a timid step in the direction ot outlawing war.
