REFORMS NOT COMPLETED. Received July 20, 0.55 a.m. LONDON, July 19. The Times’s Madrid correspondent denies that the Directory contemplates an October election. An ofticial note says that two years is only an instant in a nation's life, and that such a short period has not been long enough for the Directory to complete its reforms. Anyhow, until the Moroccan problem is solved, there can be no return
