Council hereby gives notice that it proposes 'to raise a Special Loan of seventeen thousand pounds (£17,000) at a rate of interest not exceeding six per centum* per annum and a Sinking Fund of one per centum per annum, for the purpose of enabling the said Council - to extend the Sewerage System where necessary, to purchase machinery, equipment and all other material required . tor the installation of Pumping Plants and the purchase oi lands upon which to erect such plants should 'same be deemed necessary. And for the purpose of providing for the- repayment of the said loan and for the payment of interest and other charges on or in connection with the Special Loan and a Sinking Fund of one per centum per annum, to appropriate and pledge as security a special rate of one-seventh (l-7th) of a penny in the pound on the rateable value of all rateable property in the Borough of Palmerston North, comprising the whole of the said Borough, on the basis of the unimproved value; such rate to be an annually recurring rate during the currency of such loan, and to be made and levied by resolution of the said Council, to be passed after the said Special Loan has been agreed to by the' ratepayers. The whole of the loan to be repaid at the expiration of either 10 or 20 years from the date of raising same.
