FEILDING BOROUGH

MEETING OF THE COUNCIL. (From our Feilcfing Correspond cut.) <_ The first jneeting of the new Feilding I’ojjugh Council was held last evening, when there were present,: The Mayor (Mr \V,.-K. C'arthew) and Crs. A. £l. Sutton, T,. A. Eliott, A. McCorkindale, B. N. Snndilar.ds, D. Pryde, H. B. Burrell and H.' Stewart. Previous to the commencement of the business a vote of condolence was passed with Or, J. Corpe in the bereaverr ent he had suffered in the death of his daughter-in-law. Mr 0. McElroy was reappointed as the council's representative on the Manawatu Gorge Road Board of Control. The tlif-ee representatives of the council on tile Feilding Fire Board will 1 e the Mayor and Crs. Sutton and V. E. Smith. The by-law suggested by the Department of Health regarding the sale of food in the borough was ordered to be incorporated in the borough by-laws, ant to be printed when the by-laws are being brought up-to-date. The Minister of Public Works advised the council that the borough roads which would bo part of the main highways would receive part payment from the Main Highways Board provided the town was loss than 6000 inhabitants and th it the roads were constructed to the satisfaction of the Highways Board’s engineer. The roads . affected in Feilding would he Aorangi street, part of Awahuri road, Kimbolton roud and Makino road. —The Mayor commented that the position was quite satisfactory. It was decided to write to the Hon. J. G. Coates, thanking him for his efforts on behalf of the t mailer boroughs., The Woodville Borough Council wrote suggesting that the Government be asked to. take over and finish the road through the Gorge.—The Mayor moved that the request be acceded to. Cr. Eliott seconded the motion and detailed the original stops taken to find out the users of the road when it was found that Wellington car's were the principal users, but on a technical point they got out of payment. —The motion, was carried.

The Department of Labour advised that the change of the statutory half-holiday would take place on the 26th inst. With reference to the Derby street bridge the Chamber of Commerce wrote suggesting that a footbridge was urgently necessary and the Mayor moved that the matter be referred to the engineer or report.—This -was carried. DEPUTATION FROM BAND. A deputation from the band waited on the council and was introduced by Cr. Sutton. Mr J. Gordon Elliott, in speaking for the , band, said that unfortunately they had come to the end of their tether financially. They had no money to pay for their conductor, and they were overdrawn at the bunk. The council liac previously. allowed the band £ls per at num, while adjacent boroughs paid much higher subsidies- -Masterton £2OO, Marton £4O. Taumarumii £IOO, Dannevirke £IOO. _ It woidd require £6OO to put the band in a proper position and they were proyared to appeul to the public. In the t icanliiiie, however, they asked that, lor this year, and without creating a precedence, ihe council grunt £IOO. Mr Gurlick, the bund secretary, said it cost £350 per year to run the band, while the engagements averaged only übout £9O per annum. The bund hud agreed themselves to attain certuin .objects, and they were going lo do their best to carry them i llroygh. „ . In answer to the Mayor, the secretary said that the band was art' incorporated body' and the property belonged to the bandsmen; but if they disbanded the property would revert to the Borough Council'. ' The Mayor thanked the deputation for their attendance and suid that, speaking personally, he could not hold out any hope ■of getting so large a grant us £IOO, but .it was a matter for the council, who would give .the matter their careful consideration. When the council considered the estimates it was decided to increase the subsidy' to the-band this year to £SO. ESTIMATES. The estimated receipts for the year were shown at £12,458; the actual receipts hist -year'were £12,058; the proposed expenditure ' totals £12,458, the estimate last year being £11,958. The amount spent was £13,115, including £743 for extraord nary expense's. Among the new works proposed a'e a new approach to South street bridge and a new.. culvert; the replacement of the main in King street with a new 4 inch •teel main; ulso a footbridge over Mat.Mio' stream, in North street. The rates required to be struck on the 'above estimates arc: General rate 2 23 32d, hospital rate 45-128 d, special interest rates . 4 91 128 d. The total increase on all rates wil! be 63 64ths of one penny in the £l. The Mayor considered the rates were noil" at their peak, as with the number of miles of road tar-sealed the maintenance .'osts would be so much lower, that the general lute could be reduced. VICTORIA PARK. The council approved of the recommendation of the works committee to subs disc tin- Feilding Hockey Association to tin extent of £1 for £1 for the purpose of improving tho Park, both by plough draining and the erection of a pavilion. At the ' previous meeting of the comic 1 a joint committee was set up including tho reserves committee of the council and iliree members of the Hockey Association and on the recommendation of the rommit toe tile council decided last evening to approve of the erection of a com reto pavilion on Victoria Park to cost a iout £SOO. This will be pleasant news to hockey players both in to\vn_ and tour try, as it will mean comfort for the teams engaged in this winter game by providing ample dressing and waiting rooms. Ihe Hockey Association lias already in 1 and £230 as its share of the K.U.P. Carnival and this, together with the subsidy of £125 from the council this year, means that an immediate start can be made with tile work.

GENERAL. Sir Francis Bel;, Prime Minister, wired the thank 3 of the Cabinet and Mrs Mustey for the vote of sympathy forwarded by the Borough Council and burgesses on the death of the late Prime Minister. REPORTS ADOPTED.

Water and abattoir coinmiiftee.— I That, with regard to the application oi Mesrus \braharn and Williams, Ltd., for water to bo connected to their property in Kawa ivawa road, referred to the committee of tho outgoing council, it has to recommend ihat tlio application he granted subje#; to the following conditions: (a) (dost of connection from’ the borough mains to their property to bo borne by tho applicants, (b) a nieter to bo installed, and a minimum charge of £5 per annum, plus meter rent of 10s per annum, to bo made, all water consumed over 50,C00 gallons in any one year to bo charged lor at tho rate of 2s per 1000 gallons. Baths, cemetery and reserves committee. \ deputation from the Feilding Hockey Association waited on tho committee with reference to the following: (a) Asking for permission to plough drain Victoria Park; ib) asking that grazing rights bo placed in the hands of the combined committee; (c) placing a proposed scheme for the erection of a concrete pavilion and dressing shed at the park before the committee, and askinfr for a subsidy towards tho cost of game the estimated cost being x/000. The committee, after full consideration, recommends as follows: That permission to plough drain Victoria lark bo granted, tho work to be under the supervision and to the satisfaction of tho combined committee; that the Agricultural High School be notified that the grazing of Victoria Park is now in the hands of the combined committee, and that tho present arrangement with tho council will expire on the 30th inst.: that the Feilding Hockey Association bo subsidised £1 for £1 for the building of a concrete pavilion and dres9ing shed at Victoria Park, to a maxim urn of £250, half the subsidy to bo paid this financial year and . the balance next year; ifiut permission has been granted ..the Hockey Association to make a charge for admission to Victoria Park on tho 23rd inst. That

Works .committee. —The committee recommended that the town clerk be instructed to write for particulars of a small onc-horso grader from the Waikcnao County Council or the Public Works Department. Finance committee. —The committee recommended a total rato of 7jjd in the £l, with water rates of 5 per cent on tho annual value; -that, with regard to the foe of Is 6d paid to tho examiner ol applicants for motor drivers’ licensee, the committee recommended that, if a second examination is required for any applieat t, an additional fee of Is 6d he paid by the council, but any further examinations to be at tha applicant’s expense; that the Mayor and Ur. Elliott be appointed delegates to represent the council at a conference to be held shortly in connection with the allocation of fees collected from motor lorry owners licensed under the Motor Vehicles Act, 1924.
