MARCH TOWARD WORLD PEACE. WASHINGTON, April 24. In his first public speech since he went out of office, Mr C. E. Hughes, tho former Secretary of State, addressing the American Society of International Law, of which he is the president, declared that the first practical step toward world peace would be the immediate adherence by America to Tho Hague permanent Court of International Justico, on the terms proposed by the late President Harding and by President Ccolidge. Permanent pence, he said, could not be built up on force or on threats of force, but genuine progress toward this end could be gained only through efforts to prpinote the reign of law as accepted, but not imposed. Mr Hughes cited the relations between Canada and the United States as a happy example.
