ATTITUDE TOWARDS JAPAN. LONDON, Feb. 9. Tho Right Hon. W. G. Bridgeman, First Lord of tho Admiralty, in a speech at Burnley, emphasising the need for a baso at Singapore, refuted tho suggestion that activity might bo regarded as likely to causo uneasiness in Japan. He pointed out that the Japanese Government, whose friendship wo value now as wo valued their loyal alliance in the Great War, were well aware at tho time of the Washington Convention that the project had long been in our minds'. Our action was taken for the solo purpose of introducing greater economy and efficiency into the movemonts of our ships in those waters, not from any expecta- 1 tion of an attack from Japan and still less from any aggressive desires on our part.—A. and N.Z. cable.
