WEST HAM'S GENEROUS DOLE. LONDON, Jan. 27. W r est Ham has. surpassed Poplar in "Poplarism." A family man's unemployment dole, plus out relief, amounts to £3 a week, with free coal. The rates are 24s in the pound, but the municipality owes the Government £1,222,000.
