TERRORISM IN POLITICS. J VICEROY SPEAKS OUT. CALCUTTA, Jan. 21. "True political progress will not have lot or part with terrorism," declared the Viceroy, Lord Reading, at the opening of the winter session of the Imperial Assembly at Delhi. "Terrorism, no doubt, sometimes battens on a section of political thought," the Viceroy added. "It may expand like some ibnl parasite growth, deriving strength from living sources outside its own entity; but no political party can continue to live with terrorism for a friend. The parasite will kill the host." The opening ceremony was performed before a most brilliant gathering. Lord Reading extended his heartiest approval of the action of the Governor of Bengal in seeking the aid of extraordinary measures to deal with terrorist crime. He defended the necessity for such measures, and deplored the tendency of leaders of public opinion _ to confuse such protective legislation with tendencies having reactions on the desiro for political progress.
