. LONDON, Dee. 24. An Empire Community Settlement Committee has been formed for the purpose of emigrating retired professional meit with small fixed incomes who are finding it • difficult to make ends meet in England. The idea is to establish garden cities connected with farms in the Dominions, in which settlers'will live in ideal cottages, round a club house, where meals could be obtained at £5 a month.
