STILL STRONG IN GERMANY. INCAPABLE OF SUPPRESSION. LONDON. Jan. 5. Mr J. L. Garvin, in a remarkable article in the Observer, says: "There is no disarmament of the German intellect. The German is saturated with war mentality, war thinking, war dreams, and he outpour* an able technical literature and vivid popular literature on it. The spirit of the great general staff still exis'.s, and no inspection or control on earth can ever suppress it. All the resources of man power and industrial power are accurately known. Nowhere is the scientifio'»tudy of new agencies of war—material, chemical and electrical —more intensely medi'i'ed. "If the opportunity came, owing to_ a change in tho world's political situation, Germany could create a giant fightingpower in a few months, and would do so, Bays Mr Garvin. "This is the inmost tragedy of Europe and the inevitable result of the Treaty of Versailles. Any other people in the present position of the Germans would do the same. The foreign occupation of Cologne can only, in these circumstances, be ' a cumulative incitement and a diminishing security. There can be no change for the better until the stability of Europe is guaranteed by British policy. We muit dispel the dreama of ihe German nationalists who would, if they could, destroy Britain by the aid of France, or France by the aid of Britain."—A. and N.Z. cable.
