In the Legislative Council yesterday the Hon. J. McGregor moved the second leading of the Bills of Exchange Amendment Bill, which provides that where a banker in good faith and without negligence pays on a cheque drawn upon the bank, and the cheque has been so drawn as to afford facility for fraudulent alteration of the amount, and has been so fraudulently altered, the bank shall not incur any liability by reason of its having paid on the cheque. Several speakers objected that there was no call for the measure, and that not sufficient reason was shown for removing the liability upon banks which would cause them to become less vigilant. The second reading was carried on division by 17 to eight, and the bill was referred to the statute revision committee.
