Received July 21. 10.5 a.m. LONDON, July 20. Each Dominion becomes a member of the Empire delegation, the High Commissioners attending the conference seriatim. Others can attend daily and watch the proceedings. This settlement covers only the present conference and cannot be regarded as a precedent affecting the status of the Dominions.
