FRIEND OF THE PRESIDENT, PARIS, June 7. M. Francois Marsal, the Finance Minister in M. Poincare's Government, and a friend of President Millerand, has consented to form a Cabinet and will introduce his new team on June 10, when he will read the Presidential message, stating President Millerand's case and thereafter will submit a vote of confidence. If this is rejected, as is probable, President Millerand will resign. The President will, therefore, be vindicated on his standpoint, only leaving his post on a clear vote of Parliament, not at the behest of one section onlv. —A. and N.Z. cable.
