PROGRESSING TOWARDS GOAL.

■Doctor de la Torrientc, the Cuban delegate, was elected president for the session. The dominant feeling is that Europeans should bo eliminated from tho presidency in view of the present crisis.—A. and N.Z. cable.
Received September 5, 12.15 p.m. GENEVA, Sept. 4. - Tho Assembly of the League elected M. Motta (Switzerland) chairman of the legal questions committee instead of Signor Scialoja. This is regarded as , a demonstration against Signor Mussolini’s attitude in the present conflict. Six vice-presidents were elected, including Lord Robert Cecil, Viscount Isliii and M.
