DEMANDS BY FILIPINOS.
PETITION FOR REPUBLIC. FRICTION WITH GOVERNOR. By Electric Telegraph.—Copyright. Received July 19, 940 a.m. MANILA, July 17. A political sensation in the American administration of the Philippines followed Governor Wood's lleihstatement of the chief of the secret service, Mr Conlev, an American, who was charged with bribery and cleared.by an investigation .committee. The Mayor of Manila, Mr Fernandez, and the Secretary for the Interior, Mr Lawrel, both Filipinos, immediately resigned, and tho Filipino secretaries of all the departments voted to resign unless Governor Wood promised that there would be no interference in departmental affairs. This action was taken as a result of Mr Conloy's reinstatement. Mr Conley, however, voluntarily resigned, thus clearing the air.
The Filipino leaders maintain that Governor Wood is taking over the powor of Cabinet, and declare that if the United States Congress does not speedily grant the Filipino petition for a convention to draft a constitution for a Filipino Republio, the local legislature will ask President Harding to do so,-\A. and N.& cable.
