M, POINCARE’S SCHEME.
SETTLING THE ALLIED DEBTS
FRANCE AND BELGIUM TO TAKE CHIEF SHARE OF CASH.
By Electric Telegraph—Copyright. Received April 14, 8,55 a,in. PARIS, April 13. The Matin says that M. Poincare is submitting to M. Thounis and M. Jasper a complete reparation plan linked with the Allied debt. Ho proposes to surrender to tho United States in payment of the 82 million gold marks included under the German 0 bonds provided for under the Loudon agreement of 1921, and also the priority for tho French and Belgian claims on the A and B bonds, and leaving England a share of the C bonds. M, Poincare is suggesting that I'ranee and Belgium lake tho chief share _ol the forty thousand million gold marks in cash which Germany announces she is willing lo pay. The payment must be made within a decade and be under three heads: (1) To France. (2) To Italy, _ Jugoslavia and Roumania, (3) To Belgium. lie also suggests that France and Lei glum take the first lorty thousand million A and B bonds and England the rest, England accepting payment ol Frances debt in Geennan (J bonds. Should the plan be adopted, Fiance will consent to the mteimitioalisatioa of the Ruhr and tho Rhineland under a League of Nations commission. , , The Matin stales that the plan is reinforced by approval from London and is in accord with the Belgian views.
