FRANCE AND THE RAILWAYS.
Received March 24, 9.5 a.m. LONDON, March 23. Tho Daily Express's Cologne correspondent reports that General Pnigout made a significant announcement to the Gorman railway officials. He said that the railways on the loft bank of tho Rhine would be run by Franco for 25 years, and interference by Berlin would not be tolerated. —A. and N.Z. cable.
