RED ARMY REORGANISING.

GERMAN OFFICED IN CHARGE.

BERLIN, May 18,

Advices from Moscow state that a German staff officer, assisted by a number of specialists, is reorganising the Red Army. The arrivals of transports carrying war material, aeroplanes, seaplanes and motor cars is expected at Pelrograd. There are reports of special military activity with the concentration of troops in ihe districts of Kieff, Kharkofi and Odessa. further measures for the strengthening of ihe Red Army in consequence of the failure of the Genoa Conference are being taken. It is expected in Moscow that the All Russian executive committee will order the mobilisation 'of further clauses immediately. --Times.
