HOROWHENUA COUNTY

MEETING OF THE COUNCIL,

The monthly meeting of the Jlorowhenua County Council was hold at Levin on Saturday, There were present the chairman (Or. G. A; Monk) and (Vs. A. R. Knox, S. A. Broadbelt, C. I. Darkness, J. MrLeavey, 11. Barber, ,1. R, Whyte, F. J. Ryder and 11. G. Bryant. CORRESPONDENCE. From the District Health Oflicer, Wellington, forwarding a copy of the Health .Inspector's report recommending that the Levin Dairy Factory Company be required 10 make certain improvements in the conditions of the factory drainage' and its adjoining pig farm, and further that immediate steps bo taken to exterminate rats harboured on the premises.—it; was reported that reasonable steps were being taken to abate the alleged nuisance. From the Public Works Department notifying thai application for either road or bridge construction works for inclusion on this year's public works estimates required to be forwarded not later than June 15th It was resolved that councillors for the various riding., should confer with the county engineer at an early date in order to draw up the required schedule. From the secretary, J.'nlmorston North Hospital Board, notifying that the levy on the contributing local bodies in the board's district for the current year had been fixed at lis 1 l-16d in the £IOCO of the capital value, in order to provide the sum of £14,855 13s for the maintenance of the I'ahnerston North Hospital and the Awapuni Old People's Dome and for charitable aid expenditure. A further levy on the basis of 43d had been made for the purpose of providing the sum of £530 9s 4d 10 be expended on sinking fund on loan, tin 1 balance of architect's fees and a new set of batteries and boilers. The amount for which the council was liable for maintenance and charitable aid expenditure was £2882 14s, and for capital expenditure £lO2 18s 4d.—The letter was received, after the chairman had pointed out that this would be the last year which the county would lie required to find the contribution of £424 on account of the capital value. Further, it. was hoped—and he thought it was quite possible that it would be carried out—that there would be a reduction in the board's expenditure next year. From Mr A, Seifert, managing director of A. ami 1.. Seifert's Flaxmilling Co., Ltd., requesting permission ro erect a flume across the road under the bridge near the Makerua railway station, which, it was stated, was required in connection with the scheme for running the wash water from the mill on to the company's land, in order 10 fertilise ii with refuse.—Keierred 10 the councillor for the riding and the engineer, with power to act. | ENGINEER'S REPORT. The county engineer (Air YV. N. Anderson) reported, inter alia, that although the weather had again been very broken during the period under review, satisfactory work had been done throughout the county. Jn the Tokomaru Hiding things were, in a lair order, excepting the main roads in the southern end of the riding, which would be attended to in the near future. The Kara Creek bridge on the main road required immediate attention as one pile was badly decayed and the stringers and decking would require to be renewed. The roads in the Wirokino Riding were in some parts in pretty bad order, but the plant was at present working in this riding and u good deal of maintenance work had been (■aiiied out since last meeting. Lower Gladstone road and Upper Queen street had received a fair coating of metal; Arapaepae. road south of Queen street had been patched, also Fairfield roads and part of Beach road. A start had been made to reform and metal the main LevinShannon road from Potts' road south. The quantity of metal put through the crusher in the Bartholomew road pit for the period was 1432 cubic yards, and this he considered a very creditable performance considering the very broken weather and the amount of stripping that was required. Referring to the county generally the engineer said that as previously mentioned during the month a large pari of his time had been taken ii|i in preparing the public works estimates for the ensuing year, and councillors would note thai the amount of this year's estimates was in excess of ihe previous year, especially in the Wirokino Riding. As he had reported from time to time on the condition of the roads in the Wirokino Hiding, councillors were aware of their condition, and unless u considerable amount was expended on Ihein this year he would not like to say what their condition would be in twelve mouths' time. The ranger (Mr G. Watson) stated that during the mouth lie bad reported 229 bead of slock. RATES OUTSTANDING.

The clerk, in referring to the necessity of collecting all rates for the last financial year by the end of June, said (hat on March 31st last there remained outstanding 3400 in general rales and £SOO to £6OO in special rates. All subsidy would he lost on raies outstanding after dune 30th, If was therefore very important that the county should get in as much as possible before this dale.
