The Ball Mall Gazette states that the Allied experts are deliberating regarding the Genoa programme. ....
'They have considered the British proposal 'that, the, existing Russian debts be paid by a new series of bonds issued by ihe Soviet Government, not hearing interest for the first five years. It is stated that there is every reason to believe the plan will meet with the acceptance of Russia.
