INTENTIONS OF JAPANESE.
Received July 10, 9.25 a.m. TOKIO, July 7. Viscount Ucliida, in a speech in the Diet, said that the Government .did not intend to secure the establishment of a buffer State by negotiating with the Vladivostok or VerKnneudinks Governments. Japan, however, would not forsake Keinenolf. She was sincere as well as were the Allies in her desire to aid the moderate elements in Russia. •Japan, however, would not ask aid from SemenofL—(A. and N\Z. cable.)
